At its regular public meeting on Tuesday, May 2, 2017, ANC 4A adopted a resolution establishing a Special Committee on Design Review. The resolution defines the role, mission and responsibilities of the committee as follows:
- That the Commission hereby establishes a Special Committee on Design Review.
- That the Special Committee on Design Review (the Committee) shall review applications and proposals relating to development, design, historic preservation, and zoning, as determined by and referred by the full Commission. Applications to D.C. Government agencies, including the Zoning Commission, the Board of Zoning Adjustment, the Historic Preservation Review Board and the Public Space Committee of the District Department of Transportation shall, upon decision by the full Commission, be submitted to and reviewed by the Committee, which shall make recommendations to the full Commission on all such matters. However, applications for variances or special exceptions from the Zoning Regulations from individual private homeowners seeking approval for personal projects on their residential property may, in general, not be referred to the Committee, but may be addressed by the full Commission in a properly noticed public meeting.
- The Chairperson shall assure that appropriate matters are referred to the full Commission for review and referral to the Committee.
- All recommendations of the Committee shall be strictly advisory in nature. The full Commission shall consider such recommendations in a properly noticed public meeting and may approve, amend or reject such recommendations by majority vote.
The Commission authorizes the Special Committee on Design Review to meet with and join with Advisory Neighborhood Commission 4B’s Standing Committee on Design Review as a Joint Special Committee on Design Review in order to consider, review and make recommendations to both Commissions on all applications and proposals relating to development, design, historic preservation, and zoning on Georgia Avenue N.W. which affect residents of both Commissions. The Chairs of the ANC 4A and ANC 4B Standing Committees on Design Review shall serve as Co-Chairs of the Joint Special Committee. This Joint Committee will be formed if and when ANC 4B also authorizes it.

The Commission will appoint the members of the committee by voting in a public meeting. We hope this can be done at the June 6 public meeting so that the committee can begin reviewing issues as soon as possible. There will be nine committee members, including at least one commissioner. We are looking for residents of ANC 4A who are knowledgeable about zoning, architecture, development, urban and land-use planning, zoning regulations, historic preservation regulations, and residents who have been active in addressing development and historic preservation issues in their neighborhoods. The closing date for applications is Friday, June 2, 2017 12 midnight. All applications will be distributed to all commissioners and each applicant will be voted on in a public meeting (hopefully on June 6) until the total of nine committee members has been selected. If there are more than nine applicants, those receiving the largest number of votes will be appointed.
